Supervision and Investigations

Our primary goal is to guarantee that licensed entities and individuals operate safely and sustainably, aligning with our regulations and technical standards. This commitment is essential for preserving the trust and integrity of the UAE’s commercial gaming industry, ensuring that gaming practices are conducted responsibly.

The GCGRA follows a risk-based approach to supervision to ensure that interactions with licensees are proportionate to the size and complexity of their activities and that supervisory resources are deployed to those activities that present the greatest risk to the GCGRA’s objectives.

We maintain a transparent relationship and ongoing dialogue with licensees to help determine the frequency and intensity of the supervisory approach. Where possible, and not counter to the public interest or the interests of the UAE, we strive to work with licensees to address and resolve breaches, minimising disruption to their operations.

The GCGRA, however, reserves the right to exercise all available powers to maintain the safe and orderly conduct of commercial gaming in the UAE. This includes conducting investigations as deemed appropriate and issuing and enforcing administrative penalties on our licensees.

Deviations that may lead to administrative actions or penalties include:

  • Violation of or failure to meet legal or regulatory requirements
  • Misrepresentation or significant omissions
  • Fraudulent activities
  • Non-cooperation with the GCGRA or its representatives
  • Non-compliance with settlement agreements or GCGRA orders

Penalties may include:

  • The denial, revocation, suspension, conditioning or restriction of a licence
  • A monetary fine
  • Any other administrative measures taken against or agreed to by a licensee or applicant
