The GCGRA is the sole competent authority to issue licenses for commercial gaming in the UAE. Anyone wishing to conduct business in commercial gaming within the UAE must first apply for and obtain a license from the GCGRA.
Engaging in, conducting or facilitating commercial gaming activities without a valid license from the GCGRA is illegal and will lead to severe penalties, including criminal penalties. This prohibition extends not only to commercial gaming operators but also to individuals employed by operators or engaging in such activities, as well as third parties providing products or services related to this industry. Consumers who play via unlicensed operators, whether online or at a physical venue, are also engaging in illegal activities, and may equally be subject to penalties.
The GCGRA’s exclusive licensing activity
As the exclusive authority overseeing commercial gaming in the UAE, the GCGRA is responsible for issuing and renewing licenses, as well as making sure that licensees maintain a good standing order. Our licensing framework is designed to ensure all businesses and individuals engaged in the UAE commercial gaming sector meet stringent standards of integrity, accountability, and responsibility. We issue a variety of licences for different types of licensees, following a clear and transparent licensing process.
